Scope of Work: Strategic business expansion and facility enhancements designed to increase operational capacity, improve service delivery, and contribute to corridor revitalization along NW 7th Avenue.

T.A.G. Business Consulting, LLC – Role:

Currently providing active grant management and oversight, including compliance  

monitoring, progress reporting, and coordination of required documentation. T.A.G.  

continues to serve as the primary liaison between the CRA and the business, ensuring  

adherence to program guidelines, timely milestone execution, and proper utilization of  

awarded funds throughout the project lifecycle.  

Quality Culinary Services LLC., led by owner Lionel Gallimore, is advancing a scalable,  

community-centered food service model that integrates operational excellence,  

regulatory compliance, and measurable economic impact. The business provides  

comprehensive meal preparation and vending services for charter schools, private  

institutions, and independent school districts, while also delivering full-service  

catering for community events, institutional functions, and private engagements.  

Strategically located within a 1,950-square-foot facility on the high-visibility corridor  

of NW 7th Avenue, the project enhances accessibility, strengthens distribution  

logistics, and increases exposure to surrounding residential, institutional, and  

commercial markets. This prime location supports efficient operations while  

positioning the business as a key contributor to the corridor’s ongoing revitalization.  

The project is expected to generate 15 new jobs, with a commitment to prioritize  

local hiring by filling at least 10 positions with residents from the NW 7th Avenue  

corridor and surrounding neighborhoods. This targeted workforce approach  

directly supports local economic mobility, job creation, and community stability.  

The facility will operate as a fully licensed, multi-purpose food production and  

commissary kitchen, designed to meet all local, state, and federal health and safety  

standards. Equipped with commercial-grade infrastructure—including cooking  

equipment, cold and dry storage, sanitation systems, ventilation, fire suppression,  

and grease management systems—the space will ensure safe, efficient, and  

compliant operations.

A key component of the project is the integration of a shared-use commissary  

kitchen, providing affordable, compliant kitchen access for food trucks, pop-up  

vendors, and emerging culinary entrepreneurs. By offering shared workspace,  

storage, and structured scheduling, the facility reduces barriers to entry and fosters  

small business development within the local food ecosystem.  

Through this initiative, Quality Culinary Services LLC. will expand access to quality  

meals, strengthen institutional food service capacity, support entrepreneurial  

growth, and create sustainable employment opportunities—ultimately contributing  

to the long-term economic vitality and resilience of the NW 7th Avenue corridor.
